Yeah it's mixed colours all the time but you get different modes, slow, fast or just solid colours.

Q: Would this work on a toddler balance bike?

Please don't waste your money they break very easily

Q: Will these go on scooter wheels?

These lights are on a flexi like wire (bendy like pipe cleans). And you thread them around each spock on the bikes wheel. I do not know about scooter wheels because they are none spiked. But maybe you can super glue them. My grandsons also have then around there headboards in there bedroom. Hope this helps.
