Yes the Carter's are all designed to be mounted from the top. They are cooled by fuel around the motor.

Q: Does it come with the bracket and fittings

Definitely came with bracket and rubber mount bushings. I don't recall if it came with fittings, I believe it did come with straight fittings, but I needed to buy 90 degree fittings. Seems like a nice heavy pump. Installed on 440 Dodge motohome. Just use it to get it started after long term storage and in emergencies-t at carb. Run off engine fuel pump.
