It could be hung, but it should be strapped down in every corner or it might blow all over the place. It is fairly light in weight.

Q: If you double up the panels, will it prevent the ability to see through it? (I am trying to block my dogs being able to see the road next to our fence

I had the same problem with my dogs barking at my neighbors. I used just a single layer and the problem ended. I've had the first 50' panel up for about a year and it is holding up well.
