Q: What is the neon shower cap for?

It's not a shower cap it's a rain fly for the bike bag

Q: May I use this bag on Lectric 2.0 ebike?

The answer is yes with modification. The bottom frame Velcro strap close to the rider is too short. I used the excess strap that wraps around the steering column to gain the needed length required. (I do have the Lectric 2.0 also)

Q: Are the velcro straps long enough to fit around my lectric xp bike?

Not sure about that particular bike. I have an Aventon Adventure which has a enormous center bar and battery. It fit and fastened fine around my bikes bar.

Q: Will this be able hold an Iphone 12 Max Pro?

Yes, I myself own an iPhone 12 Max Pro. It only fit the phone but the phone in a case also.
