Would it work on city bikes like Jump or Lime?

As long as you can securely attach it to the handlebars, yes. You need some room either side of the mount as the phone mounts at 45 degrees and twists to the straight locked position. So if you have headlights also mounted on your bars, you can't put this too close to them.

Does it fit on a mountain bike

I have one fitted to a Cube Reaction mountain bike, fits that fine, mounted just next to stem before the handlebar thickness tapers away.

Is this compatible with any phone case?

The mount is universal BUT you have to buy a phone specific case (eg if you have an iPhone 10 you must get the iPhone 10 case they sell. Without it the mount is useless
