Q: I want to use this in a marine environment. What parts are stainless steel?

I have had it on a shed in all kinds of weather for over 2 years - 100+ temp to snow and -25. Works great - I do apply a small amount of oil just before winter. You might do the same so salt water or mist doesn't corrode from the inside out. Looks new - marine environment is unknown.

Q: Is the shackle really 7mm? That would be pretty big. Would someone please measure it?

The diameter of the shackle is slightly more than1/4". Thus 7mm is correct.

Q: Can this lock fit the zipper holes to lock a laptop bag?

No, it still has the same size as a standard lock you would use on a gate.
