The origin is currently the EU for this product.

Q: This may sound strange, but could this be used in making skincare such as goats milk soap?

I don't know but you should find out how much fat is in the powder. Fats are usually the basis for making most soaps with the protein as a emulsifier. Might be fun to try, but no guarantees!

Q: Shelf life? I’m hoping at least 24-36 month?

this is only my opinion as a consumer like you: if the package remains unopened and stored in a dark, cool place, i would say 12-16 months is reasonable. i would contact the seller.

Q: Does it have goaty smell like other goat milk?

I do not smell anything "goaty" about this milk, but I do not have a strong sense of smell - so at least I can say it is not so strong that I can smell it.
