Q: Once the handles extend, do they "lock" in place at that length or will they "slip" to the shorter length?

You twist the handles approx. 1/4 turn to lock or unlock them. The handles extend approx. 10" and anything in between 0 and 10. They lock securely and will not slip. Very well engineered in my opinion.

Q: These look and feel like higher quality shears than i have had before. what is the purpose of the 5-pointed knob that says ""quality tool"?

Out-of-the -box the shears should be perfectly aligned and there should be no need to use the knob in the beginning. However, after some time or after heavy use, the blades of the shears may go out of alignment; the knob allows for fine tuning the blades back to perfect alignment
