It's Ferric Chloride.. I use this to etch PCBs and does really well. I have to mix this with water at a lower ratio, 3:1 to speed up the process to about 10 min.

I use it to Etch my circuit boards - copper clad. A sharpie Permanent ink, and this is all I need. No Special ink pens. After etching I wipe the ink off with alcohol. This etched my boards just perfectly - a very professional look

I wish I had received instructions for use

Seems to work well to re-etch a Damascus blade. Kind of a guess how much powder to add to water but it does not take a lot.
