Package comes with bolts and nuts, you need to purchase wire fenceing separately.

How to stop having them go down when theb wind blows? I have them bolted down down and the slightest wind has them tilted.

It is recommended that you tighten the bolts as much as possible

How does barbed wire fasten to thse?

There are no attachments, slits, or prongs. You would have to wrap the barbed wire around the post but there is nothing that would prevent the barbed wire from sliding down.
