Q: can this be washed occasionally?

I don't know this for a fact, but I doubt that these shaft cleaners are meant to be washed. They are so thick that drying them would be problematic, and washing them would actually degrade the very fine abrasives inside them that clean and burnish the shaft. The inside probably doesn't get dirty enough to need washing anyway.

Q: Should it be used on carbon fiber shaft?

It should be okay to use this shaft cleaner on composite shafts. It may not have the same effect as on wood shafts but it should remove grit and stickiness from carbon fiber as it does from wood. I suggest you contact Predator Cues and ask if they recommend using this cloth on their carbon fiber shafts---they make the best composite shafts on the market.
