If its cast iron to cast iron, there no reason why it shouldn't. Obviously you don't need the high heat version.. You must take care of that both surfaces are really clean and try to remove surplus weld before it gets rock hard . Try and cramp both surfaces together with a cramp or tape.

Yes, it should do - I have filled a larger hole in a kettle, and it has worked well so far. An oven is hotter than a kettle, but the spec says that it will withstand up to 235 degrees C: so unless your oven can be hotter than that (unlikely, but check the dial), you should be fine.
