The description says this weighs 16 oz or one pound. It should weigh 24 pounds. Which is the correct weight?

At least when I I ordered it some time back, it came with 24 of the 1 pound discs of panela sugar. So each individually wrapped disc is one pound, and the entire box was 24+ pounds. Hope that helps!
