These brackets are called “shelf brackets” for a reason: They are designed, built, and intended for relatively small projects, not major construction, such as pergolas. They are very strong for their size, so you might get away with using them on both sides of the top layer of on-edge beams. But if you do, invest in longer screws. The pounding those beams take in a midwest snow storm or the high summer winds of recent years could eventually pull the screws supplied with the brackets right out of the treated lumber. For the first question, not have to be installed with L facing down. For the second question, if L facing up, it holds less weight compared with facing down. If you need to install with L facing up, we would suggest to use longer screws at places we pointed out in the vedio.
