The item is not advertised as coming with a heat shield. It appears that Rhinowalk does sell a heat shield for something like $12. There are several other companies that produce exhaust heat shields as well.

It can be use on a africa twin with out racks ?

I don't think it can be. This tail bag was designed to be tied to the racks in your motorcycle. It could be used with out racks, but in my case the binds were not solid or tight. The wind may blow it away. For sure this is a very good tail bag, but it will be better if you have the racks to install it securely feastened.
