Q: Does this cabinet include a speaker cable?

It does not come with a cable, you will need to purchase one separately. If you are putting a head on top of the cabinet a 3 ft cable would be fine.

Q: I see the cabinet has a top handle. Will a full size Marshall head sit on top of it without moving around?

Yes. It fits my Engl Powerball 2 just fine. Your head should have little rubber pegs that lift it just enough to fit on top of handle
