On the Pack and on the pens it indicates 'Pentel FRANCE'. That doesn't necessarily mean they are made there though.

Is the ink waterproof?

In answer to this question, I can only answer based on the knowledge and information I have. There is no mention on the packaging or manufacturer website to state whether or not this is waterproof ink. Sorry that this does not give you the answer you are wanting but I would have to say, no.
