Its not the best as an anti perpirant. However, I love the smell of 4711. What I do is I use a good deoderant with this on top. I spray it ontop of my clothes and everyone complements me on how hood I smell!

No it is not refillable. It is a pressurised spray can.

Does this help keep gnats away

I don't know about this keeping gnats away but there is a product that lots of people swear by Avon's skin so soft dry oil spray original help keeps bugs away
