Yes, the handle-bars turn the front wheels, definitely not fixed.

Will the wheels mark a wooden floor ?

They shouldn't do. We have a wooden floor & it has not left any marks on ours.

Wheels tightened as much as I can and still feel loose. Is this normal that they should be a bit wobbly feeling plz?

Weird, mine were not wobbly. Still not wobbly 5 years later!
