Hi, well, I'm not 100% certain but i'd say it was made in China. I use quite a lot of this and it works very well. Best to get the four role bundle as it's a lot cheaper.

Q: No instructions for use. Do i take the white layer off and do i iron tape down? Sorry not used before.

You peel it off the roll and apply the sticky side to your fabric and then peel off the white paper topping. This reveals the adhesive on the top side so that you can stick down a hem or whatever else you want to keep in place prior to sewing. It is used for fine seams that you don't want to pin and for keeping a nice 1/4 inch in quilting and patchwork projects. It is an alternative to having to baste or tack. The tape washes out so you need to stitch down the thing that you are wanting to attach. You don't iron it to make it stick. It is already sticky. If you want a permanent bond without stitching you need something like Bondaweb or a roll of iron-on hemming tape that does not need to be stitched and can be washed.

Q: Can this tape be used to stop oilcloth from sticking when sewing it?

I don’t know. I’ve only used it to keep a cotton zip in place with cotton fabric before sewing on the machine and it held well. I hope that gives you some idea.
