Do these shirts have the stretched out necks?

The stretch fabric on MY V neck version is flexible and allows for easy access on and off. My tee has kept its shape WELL and hasn't stretched out. It's well made & doesn't appear to be one of those tees that the collar gets all stretched out over time and can get you on a DOWNEY commercial.

what size should i get for a small?

Get the medium because they run a little small

Are they preshrunk? I just got mine today and it fits but if it shrinks it won't

It will shrink. These are notoriously small.
