I don't know and description on jar doesn't say. I use it only on my cuticles and I like it. Also use Carmichael's Imperial Cuticle Cream which is made in the USA and it feels like vasoline vs Hoofer's being cream. But I don't know if it's cruelty free either. Hope this helps a little.

Q: does this strengthen weak, paper thin nails? my nails easily bend with a little pressure.

In a way yes, it does strengthen your nails but not in the same way that some other methods might such as nail hardener and vitamins. What this does is add thick moisture to your nail beds something your nails need to stay flexible and not brittle. When nails are flexible they grow healthier and stronger and healthy nails reduce splitting or chipping. If your nails are thin and bend too easily you might wanna try this with a base coat of nail strengthener to help. Or even taking some biotin along side the cream.

Q: Can the product be used as a buffing creme?

It’s very emollient. It would be perfect after your nails are buffed. I don’t think it would be an ideal buffing cream.
