How long does it take to dispense cold water

Hello Brandon, The time to cool from initial start up is roughly an hour, after that it depends on how much water is dispensed. If the reservoir is completely drained the water may take approx 30 mins to completely cool again, if only a cup is dispensed, it shouldn't take more than approx 5 mins to cool again. -GHP Group Customer Support

Does it need to be plugged in to work? I don't need the temperature to change.

As far as I can see the electricity is there to only chill the water and light up the LED buttons - I have checked the manufacturers website and can not find any further information - personally think the unit would work ok - perhaps further information could be sought by contacting the manufacturers support number on their website.
