yes these will fit over weiss schwarz character sleeves i have these over my own character sleeves for my persona deck in weiss schwarz

Q: Will a 60 card deck still fit in a standard ultra pro deck box after double sleeving using these?

Depending on the Ultra-pro deck box, the standard size will be a bit tight with sideboard, but doable. I reccommend using the "Pro-Deck boxes" Just cause they allow more room and wont have any possibility of damaging the cards.

Q: Will these work to over sleave a pokemon deck? I want to put them over a sleeve so tge sleeves dont get all worn.

They double sleeve just fine over character sleeves for my MTG deck. Pokémon cards are the same 63 X 88 size dimensions as MTG, so you should be fine. Just make sure that the sleeves going under are standard fit (or perfects if you don't mind it being a tad loose.
