Yes you can use watercolors on this palette but be careful not to use too much water or it will become runny. It may be best to use a plastic watercolor mixing tray rather than wood, which tends to absorb water.

For acrylics can you peel the buildup off or scrape it off?

From my experience, I would say be very careful. The canvas is lightweight and the gesso coating is thin. Scraping dry or even wet acrylic paint could peeloff the gesso coating if not tear a hole in the canvas. If you are doing this for effect or removal of uneanted buildip, I would recommend working with a Masonite or wood panel, or at least a 12 oz canvas, that have been prepared with several coats of good quality gesso.
