Does this work with the new STM32CubeProg software, or only with the old ST-Link?

ST link is the name of the JTAG interface not the old programming software, it works with the newer CubeMx IDE and older Attolic IDE. this is essentially a clone of the original ST link dongle used before ST built the JTAG STLink into each eval board , if you have an eval board the 1/2" on one side of the board behind the break away strips (slots) is the same circuit.
