The power cords small plug goes in the round receptacle located just above the desk bracket on the backside of the support tube. About 4 inches below the switch.

Is the base joint stiff enough (or able to be tightened) so that it can be mounted on a vertical surface?

Yes the base could be mounted vertically as long as the vertical support is thick enough and rigid enough to support the extended lamp positions. You could mount vertically from a top or bottom position depending on the set up. I would make sure you have adequate depth to ensure a good contact on the mounting bracket and the screw support. Remember, you will have several inches of the support bracket BEHIND the vertical mounting piece that you need to consider.
