We cut a hole On ours too for air flow. Makes nonsense to slap on a solid piece and cover the air flow vent

It doesn't protect your AC from moisture/water. it does reduce the noise of dripping water or rain.

No, not at all. It goes on top of the AC and it does make it much much more quiet when it rains. It does not blocked event at all.
