No, it dries with a white, matte finish. Ink Aid makes another precoat specifically for drying clear. Amazon used to have it in stock but appears to no longer carry it. I wound up purchasing the Ink Aid "Clear Matte Precoat" directly from their site, which dries with a clear, matte finish.

Yes, yes & yes. The best way to apply, is with a very soft brush. The material will quickly smooth out as soon as it is applied. Do not continue brushing once the area is covered. Let it set at room temp, and it will come out nice and smooth. The surface should be clean and free of debris. There are instructions available on their website for additional instructions.
