Do you mix this product with water, if so, what is the ratio per gallon?

It depends on the what you're trying to accomplish, how long you need the application to last, and how thick and powdery the dust layer is. Product can last up to 1 year depending on the conditions and application dilution, but usually it's applied 2x per year or seasonally (4x) depending on the conditions and what you're trying to accomplish.

But as an example, if you wanted seasonal coverage in a "normal" residential-type application, you'd dilute 1 gallon of Ground Glue Dust and Gravel with 4 gallons of water. Coverage would be up to 6,000 sq ft., but it's usually a lot lower than that. For example: If you have a deep layer of powdery dust like you might have at a concrete batch plant, quarry or mine, you would want to double the dose, due to the exponentially higher surface area of pure dust as opposed to the "normal" mix of dirt, rock and dust. Also, if you're running heavy equipment over it (such as the deep knobby tire on mining trucks, you will want to reapply it after a couple of weeks on the initial application as those heavy loads and deep-treaded knobby tires will break though the "crust" and mix the crust with the underlaying dust, so you just need to reapply to get the dust to crust through deeper. Hope that helps clarify and also gives you the couple of primary considerations when determining what dose you want to use. This product is super economical, and you can't really mess anything up. So it's very easy to apply, check, and re-wet / re-apply as needed until the surface fines are bound to the extent required.

does water runoff after application has dried affect surrounding plants and trees?

If applied correctly, it should not as the product will be absorbed into the ground.  That's why it's crucial to follow the directions (i.e. pre-wet the soil if it's super-dry so that the product absorbs, and conversely, don't apply it if it's going to rain in the next 48 hrs, etc.).

Rain is actually beneficial. What you want to avoid is torrential rain where the rain is running off before it can soak in. So for HEAVY rain, wait until the rain starts soaking into the ground and the Ground Glue will bind that moisture into the soil. Conversely, pre-wetting the area prior to applying Ground Glue actually assists in absorption.
