If it fits the bottle properly, you can use it. Remember to clean after each use.

Do they restrict flow at all?

No not at all and is a lighter flow. I love them! Use for all wine bottles, most liquor bottles, also use in my infused oils and vinegars.

Do these fit 18 19, or 19.5 bottle opening?

These should be. I use them for several bottles without any problem.

If you need to store the wine bottle horizontally in the fridge, can you trust it not to leak?

We have done it before but it is not meant to be a "sealed closure" to lay bottles down horizontally so be cautious.
