Q: What type of packaging does this come in?

I believe mine came in a plasitc bag type folded and had the other togher envelope over it. It was god quailty it is a softer material but held well . I can post a pic of mine if it lets me let me look.

Q: Does this fit a one year old?

It fit my one year old just fine. It is Velcro adjustable
