Yes, to a degree the wind does go through. I didn't secure the bottom so it flaps a bit. I like that it cuts down the winds since I am so close to the ocean. It definitely gives privacy. I got the green one.

Q: Can the screen be cut to fit? Our sections of railing are in 6' increments. Thanks

You could cut the screen to fit your railing, however, you would loose the side grommet
