Q: Should the portion attached to the hose bib on the home be detached during cold winter months or is it safe to leave on?

This question does not make sense to me. I.e., that portion has zero pressure when the other portion is disconnected, so there is possibility of a 9% water expansion inducing any sort of stress. In fact, I'd be a lot more worried about the spigot pipe bursting, but that hasn't happened to me yet with our 20° F overnight temperatures in the winter in the past five years. I do blow out the underground pipe with my 'Y' splitter on the spigot every winter, but that doesn't protect the pipe to the spigot.

These connectors do not stop water flow when disconnected. They are quick connectors/disconnect only. They are not water shutoff valves. To stop the water flow you will need to shutoff the water first.
