Can it be used for soup?

Sure, keeps food at a decent edible temp. Wouldn't use for reheating at all however.

Can I use a sterno to warm it instead of a tea light? I assume that would keep the soup warmer than a tea light would.

The holder for the tea light candle is pretty small. Not sure if they make stereo that small but you will be surprised how much the tea light candles can heat. I have several dishes that are heated by the tea light candles and a lot of the time with have to blow them out b/c the food get really hot. Hope this helps.

Why can’t it be used for reheating ?

The flame from the tea candle is not enough to reheat anything. It struggles to keep some hot food warm.
