Q: Are these H4 lights ?

Yes but they have a hole in the reflector which allows moisture in and the reflector corroded. I have had to put my original lights back in

Q: Are these the Vision Plus lights that are DOT approved or are they the E-Codes

These are DOT approved . It says it in the description. These are not E code lights. The E codes are part number 003427811.

Q: this lights are made in GERMANY. OR IN CHINA/

On the set I received on 18 Jan 2018 the light housing and lens is labled "Made in Bulgaria" however "Made in Germany" is printed on the box the kit is packaged in.

Q: with this kit, do you have to buy the package deal under "frequently bought together" or can i just buy 2 of the kits since they come solo?

Negative, the "frequently bought together" list is just to try to sell you more stuff. You just need to buy 2 assemblies, each of which consists of the housing/reflector and an H4 lamp. On my 98 Cherokee they installed in 20 minutes.
