When you take them off the wall, does it pull off the paint?

Hi there, no we've had no problem with that at all. It was a concern for me since we put them on the walls, only 4 days after painting, but our son has moved them 3 times now & no issues at all. He liked them so much we bought more. :) Good product and great price!!

Will these work on a refrigerator?

Yes they will. They are in the larger size so a refrigerator may be too small of an area to put themOn.

Could you put these on luggage without them coming off?

I wouldn't... They're the kind of sticker thats repositionable. Not sticky like a normal sticker.

Can this decals stick on paper?

I would assume the answer to your question would be yes obviously it's not going to peel back up after it sticks to the paper without taking some of the paper with it I'm sure but if you're looking for sticking to paper and leaving then I'm sure it would be fine
