The cover sits on the tire, with the upper edge wrapped around the top and sides. At the bottom their is a bungie that brings the bottom tight and holds the cover down. I really like my covers.

Q: hello, will this cover fit a 10" wide tire

The width of the side of the cover is about 8 inches. The top portion of the cover has an inside piece (as well as the top and outside main piece) that is meant to go around the whole tire. So with a 10 inch tire it might be a bit of a tight squeeze.

Q: Is the fabric flannel-backed?

No flannel on the back side. Does not collect weeds and dirt. very nice. I would buy again.

Q: How do you measure tires for these covers?

Use a tape measure and measure the diameter of the tire including the tread (largest distance through the center/hub). Make sure the cover size you buy is slightly larger than the tire. I have a 30 inch tire and I bought the 30-32 inch cover.
