Is this filter supposed to be open top? The picture has a top on it and I don't see any mention of open top. My delivered filter is open top

My guess is you received the wrong filter. These filters are only open at the bottom. What you see at the top is for help unscrewing a wet, slippery filter, but there is no opening.

My current filter says "pleatco pure pmax25" on it. will this filter work? it looks identical.

Google search your part number. Each manufacturer uses their own numbering system.

Is the filter cover removable to insert a mineral stick?

The cover isn't removable but could insert the stick through the threaded bottom possibly
