Q: Does it close properly when it's completely full?

Yes it does. I have filled it completely in readiness to my trip to India,and included deep and sun tan lotion. It closed but is quite big. I am 78 and tend to take lots of things now,so I am delighted with this bag. Except for the handles which I have removed.

Q: Is the bag washable? If so what are the washing instructions?

There are no washing instructions as far as I can tell. It’s cotton on the outside, plastic inside (and the handles), plus metal zips. You probably could wash it, but the handles in particular would need to be monitored, as would whether the zips would rust.
