Yes if that's how you want them, they give some instructions on how to build them but you can build them anyway you want

I have a ton a shirts hoodies and all of my other clothes they are all smushed in a dresser . Can I fit shirts and hoodies in this?

No just lightest t-shirt underwear etc.

Are the rods adjustable? I want to put my coats and my children's coats in them

I wouldn't recommend to hang coats in them, its great for small pieces of clothing
