Q: Can you buy these hangers in a smaller quantity?

Yes, Nahanco offers these in quantities of fifty (50) and twenty-five (25) at much higher cost than the 100. I bought the 100, pulled out apx thirty (30) hangers, resealed the box and stored it in my garage. I refuse to pay almost twice the cost of 100 for 25 hangers. This should help in your decision making.

Q: do these hangers bend?

These, at least what I received, are very sturdy hangers which can be used for coat etc. If you mean by "bend", means flexible thus wimpy :-)... then they are not. They are sturdy and rigid.

Q: Do these have a notch right below the chrome/metal part to allow one to add a hanger for slacks/skirts?

there is a square cut out in the middle of the metal portion on the plastic part, but if you hung another hanger on it i'm not sure it would work bc it would be off-center bc it would need to be hung on either side of the metal.
