Yep! I think as long as baby is holding her head up, it works great. We loved it for our 6 month old.

Is it safe for a 3 month old?

Yes, but you will have to hold on to the baby unless they are already sitting up as there is not much back support. I used it with my son when he was three months old and it worked out well.
