Q: Can the casters be changed to stop it rolling?

Not as far as I know, I removed mine. I’m quite sure that you would be able to change them for castors that do have a lock on, like supermarket trolleys . But I have found that taking them off works perfectly

Q: Can the armrests be taken off, or perhaps not install them in the first place ?

Yes can be removed, has to be put together so can just choose not to add, won’t compromise the chair structure. Very happy with this chair.

Q: How do I reattach the round foot rest? Spine won't come off

I’m not sure what you mean with regards towards reattaching the foot rest , as if you have taken it off and you want to put it back , on surely you must know how to do it ? I no longer have the chair, so unfortunately I cannot help you any further.
