Q: Looking to buy this fan to replace an existing one in the ceiling, of the same size/dimensions. Will I need the accessory backing plate?

No you shouldn’t I took out old fan and filled in the holes put this in with new holes as long as the old extraction hole is 100mm it should be fine this is a great fan.

It won’t over run - but you can set it so that it will switch back to a lower speed when the light is off. It’s worth googling for the manual before you buy it.
