Yes, it's got a velvet inlay. It's very pretty and perfect for jewelry.

Q: what are the internal dimensions. I would like to put a couple of decks of cards inside which requires a 3 5/8 by 5 1/4 for a tight of a fit

it's a box, you open it, put stuff inside or take stuff out, and close it again. What kind of directions are you looking for?!? it's just a box.

Q: Will this hold 4 x 6 photos?

No, unfortunately not, which I found out the hard way. I reduced the photos to 4x4 and they fit better, but not perfect. The lid will close, but the photos curve to fit, if that makes sense.
