Does anyone know for a fact if this product is legitimate or a knock off? I.e. a genuine Paul Sebastian product?

It is watered down, not genuine at all. I wear PS al the time, I know the scent.

Does the splash just pour freely from the bottle or does the bottle top restrict free flow pouring ?

it pours freely but if you have a spray bottle just fill the spray and use good stuff

Is the splash the same as the regular cologne ?

Yes. I just put it in a spray bottle because I prefer the spray application over splashing it on.
