can this be used at 4' as opposed to 8'?

The DVC210 can only be used at 8 ft. It breaks down into 4 ft sections for transporting only.

I need to take long exposure still shots. Can this jib be locked in place so that camera will not move?

It can be locked in the tilt with a brake. However, if you'll be outside, wind could still produce some movements which may not be best for long exposure. Finding the right height, then using a secondary method to support the end of the crane may be best. This could be a large light stand, fixed to the camera platform.
