how far does it swing out?

On a jeep, it allows me to swing out my tailgate fully. I’m pretty sure it would allow any vehicle to open their access door fully as well, even those that open vertically.

could I use this in conjunction with a hitch mounted cargo carrier?

Yes you can, it has a 2” hitch on the outer side where you stack any normal hitch mounted device.

What is the distance this sticks out to the passenger side from the reciever? It says 30" but is that the overall length? My exhaust pipe is 28" over.

I guess I don’t understand the question... On the back of my PU, it clears everything even with bikes on a Hollywood rack. It works for us.
