No tongue; all shaft.
Sadly, the boots photos/description are a bit misleading -- they are not adjustable as the tongue is completely sewn down and/or just decorative. Same with the speed hooks -- they aren't functional, just decorative. These boots had so much potential that just died when I opened the box. Photo is the inside of the boot looking at where the tongue should be.
